I have been playing now for ages... despite there being loads of other civs. I am only prompted for A Palace election, and no other resolutions. I repetedly go through the election every 10 or so turns and nothing more!

They come if need arises.

I also had a long time of nothing happening with the AP (aside from me being declared as resident of the AP).
But then Brennus, who is voting member in the AP declared war on me and soon thereafter a resolution was introduced to stop the war on me (which was successful, thanks to my friends and longtime allies the japanese, with whom I have around 85 % of all votes in the AP ;) )

As Proteus said, if there is nothing to vote on (no wars to end/participate, no infidels to embargo,...), there'll be no vote.

what constitutes an infidel... There were pleanty of ther civs which didn't have my religion....? Do I have to be at war with them or do they have to be at war with me...

What about assigining cities to rightful owners etc?

After being re-voted leader of the AP 4 times I finally sent some missionaries over to another continent to convert some people to judaism, I already had open borders with the civ I was spreading judaism to but sure enough, a couple of turns later I got a AP vote for opening borders, I'm guessing this would open borders between all the Jewish civs on my continent and the new one on the other continent :)

Can someone help me understand ...

How can I make a resolution if I have the AP?

Does it just happen or is there a control somewhere in the game to initiate votes?

How did you get your missionaries on without open borders????

By signing an Open Borders thread with the Civ he was sending his missionaries to, which whe had done before, as he has mentioned in the posting :D

I'll mark this as "Not a bug", because (as mentioned above), I think its just that the 'pope' decided not to put-forward any resolutions. If anyone has (for example) a save where they are the owner, and don't get the option of putting any resolutions, let me know. :)

What qualifications do have to apply before you can get a diplomatic victory vote? So far i have ben overrun by larger civs 3 times and each time been saved by 'stop the war between or brothers of the fait'. I have lost one city and is now hoping for a new vote to give the city back to its rightfull owner.

I already had open borders but I'm guessing the resolution was to make my other brothers and sisters of the faith sign open borders with the newest member.
