Does anyone know how this is determined? For example how many oil patches are there on the map? Or how many dyes? I heard somewhere that it is equal to the number of starting civs. 7 civs = 7 irons in the game, 7 saltpeper, 7 ivorys, etc... Is this true? I just checked it on my current game map:

Note: no unconnected resources
That game had 7 starting civs and the current year is 1950 (approx). It's possible that some resources were exhausted and new ones were discovered which alters the numbers but the number 7 still appears quite often. But it seems that there are fewer luxury resources than strategic resources.
In another game with 5 starting civs I had the following:
5 uranium
5 aluminum
5 rubber
6 oil
5 coal
6 saltpeper
8 iron
9 horses
4 dyes
4 incense
4 ivory
3 gems
4 furs
4 silk
2 wines
3 spices
Has anyone tried counting those? I'm curious what the formula is.
