Ok I have a oil feild at the north pole with a road connecting it to a town and a airport connecting it to my capital so why can the only place I can build planes is at the one place where the oil is?

Because Sid Myer is angry with you. Okay, I am just kidding. It seems that the game wants you to have a land connection (i.e. road/railroad) for a resource to become available to the other cities. I don't really know why this is, just that it is true.
