think that if any civilized nation was sufficiently angered or wrathful, total war and large amounts of high explosive bombs would be used, without any second thoughts to the matter.

Possibly, but I would question it. They would care far less about collateral damage, but it is probably far more efficient to hit your target with a laser guided bomb than to carpet bomb a city. Less bombs used, fewer aircraft needed to be put at risk and decreasing wear, and allowing smaller, more survivable aircraft to be used.

Still though, people do strange things and that has been seen before, especially during wartime, when excessive retribution is rather commonplace.
