With the new terrain rules and barb mechanics, barbarian scouts should expire once their camp is gone. Too many times some barb scout with 2 hp forces the palye rto chase the bastard around the jungle forever, or constantly get trade routes sniped.
Of course, if scouts could not pillage trade routes, that would be OK, but I prefer the idea of just having the scouts vanish within so long after their camp is gone (or if they don't return to within so many hexes of a barb camp, etc.).
