People joined my multiplayer game IN PROGRESS?!?

Unreal, has anyone have this happen? I was playing a 4 player FFA and 2 players dropped but the last guy and I decided to have a nice little 1 on 1 battle. Well we're beating each other up and then *poof* some guy named 'blackjesus' joins in one of the AI slots someone else left. Well the screen goes back to the load screen and then we're all back in, at the same spot, except now this dude is playing (and he wasn't one of the two who dropped). Well he quits once he realizes how bad of a position the AI was in and the game continues only to do the same thing a few minutes later- only this time it crashed the guy I was playing with from the beginning out, then locked up my entire Civ game and crashed it to desktop.

Either way, the main question here is was there like something checked to let people join after the game was going or is this just one more reason to be mad at Firaxis for not giving 2 craps about their multiplayer system?
 
In theory, if you check the private game check box people should not be able to join your game unless you invite them. But there is a bug in steam that if you click on a players name and "join game" it will ignore the private setting and let you join a game anyway.

Yeah, I got that part, that is not it. I'd never seen these people before, they are not on any friends lists of mine, yet they joined right into my game and ultimately crashed it. I wish there was some way we could force these freaking gaming companies to have to actual release a 'solid' game.
