Please help...game won't load

I am getting an error trying to install Civ4 on my system. Maybe you can help me...

First, the error I get halts the Install Wizard from loading, almost immediately after clicking on the install button. I get this error box:

Now, for my system info:
Pentium 4 3.0 I am running XP Media Center 2005, serice pack 2. 128MB ATI Hyper Memory PCI-Express X16 Radeon X300 SE video card, 1.25G ram.
