Please Help Me Add Customized Content

Greetings everyone - I've been doing a lot of reading about mods, modpacks, customized flags, etc... This is definitely one part of the Civilization experience that I want to have. The trouble is, I'm not sure exactly how to add the content.

I want to add the content in such a way that I can play with customized or default flags, people, units, etc... I know there is supposed to be a folder to put customized things. But how (then) do I turn it on or off? Any and all help would be appreciated - please be specific.
