EDIT August 3, 2005: The point of this mod seems to have been lost to the responders, but I have been unable to complete the project to my satisfaction, anyway. Instead of completing my do-it-yourself smiley kit I put together my favorite combination and applied it to all popHeads sets available with default installs and zipped them together here: http://forums.civfanatics.com/showthread.php?t=122958 (No bananas or coffee mugs, but the sad blue guy is in there. Actually I too think the coffee guy is cute but not really usable in game.) The linked mod was moslty created with the download below. (The underlaid civ color flags took and extra step of overlaying the popHeads file onto the flags before overlaying the smileys.)

A year or so ago I modified Evanciv's mood badge popHeads for C3C. Since then I've had a few responses and saw responses to other popHeads mods, and everyone seems to have a different idea what color the smileys should be--or even if smileys are the right way to go.
Another thing that caught my attention is that the download is rather unnecessarily large: about 280-300k, and with C3C there are several versions of the file for the Conquests. Heck, every CivIII owner already has the popHeads; they just need to download about 4 small smileys and paste them all over their existing popHeads.
popHeadFactory version 0.1 alpha is my proof of concept and small download to eventually make this user-custom mood badge modification easy for all CivIII mood badge fans.
It's not yet ready for prime time, but I successfully applied smileys to the C3C epic game and the WWII in the Pacific Conquest and briefly game tested them. I post this mainly to show off a bit but also to offer my creation for testing and comments.
There are instructions in the readme.txt file on concept, usage and adding your own overlays (smileys).
NOTE: This is not easy yet. You should be comfortable with unzipping files, renaming files, moving and copying files between folders and converting PCX to GIF and back again manually. Function comes first; ease of use will come later.
After spending so much time telling you what it won't do, here's what it will do: It will add mood badges to any version of popHeads you feed it--even fully custom popHeads like the Civ I-style popheads and those Pez-looking popheads. With a little text file editing (in this version, at least) you can substitue your own favorite smiley overlays. One 54k download will mod all the popheads you ever want.

For users comfortable with the above terms I would appreciate feedback on any problems with it.
I went rather silly with these mood badges. I knew the dancing banana would be obnoxious and the coffee guy would be too busy, but the :shakehead smiley turned out very well I think. The point isn't these smileys; the point is I have a working mechanism to rubber-stamp duplicate the mood badges to all your popHeads.
Future changes will include adding more smiley options, making it do file manipulation for you, not requiring converting to GIF and back and making an interactive interface. I originally had in mind the options for automatic outlining in civ or mood colors and underlays, but I don't think my chosen toolset will do that, however I might later look into using a second toolset for these options.
