Possible to load a custom scenario without clicking "mod" on the main menu?

I am using world builder on this map:

to put these civs:

in true start locations, by making a scenario.

I have sucessfully put the civs in place and I can load the scenario and the civs show up in the right place. The .civ5map is in the normal location:
C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization V\Assets\Maps

I load it ingame by clicking mod, and then setup game, picking the map and clicking "load scenario".

The issue is that there are no luxuries (or very few). As the map maker said on the steam workshop page, it works better if you put the map in the maps folder (the one listed above) and load it as a non-mod. I can do this just fine and there are indeed a more reasonable number of luxuries, but I can't do that for my scenario version with true start locations. For that it seems I need to use the mod button, even though the maps are in the same folder.

Basically I am wondering if I can put my scenario .civ5map file in some folder to load it without going into the mods menu (as I can do with the normal non scenario .civ5map), so luxuries can spawn in playable amounts. Alternately, load it through mods and stop whatever behavior is triggered by loading a mod which changes how luxuries spawn. I'm not sure what that behavior is, though.

Sorry if this is answered elsewhere or is an overly basic question, I looked but didn't see anything like this.
 
Short answer: No

The problem is not starting via the Mods menu, but the difference between a "map" and a "scenario". The game loader assumes that the latter is completely set up how the designer wants and doesn't run the resource placement script (if that option was enabled in WB IIRC). If you want to do this, you'll need to associate a true mod with the map and manually run the resource placement script and/or turn the scenario into a custom game (and again run the resource placement script from the custom game start up code)
 
Thanks for the reply. Hmm, well each time I launch my scenario version of the map, there ARE a couple of luxuries, as well as a metric ton of deer and wheat and things, and it's different ones each time. Doesn't that mean SOME resource script is running, or am I misunderstanding how it works?
 
Really need to see the .civ5map file and any associated mod(s) - or we're just guessing how things have been configured.

Typically, no resources are randomly added to maps/scenarios - as that kind of defeats the point of a map editor :)

Edit: You also won't be getting Goody Huts added
 
I will post the civ5map when I am back home at my own PC but I can say for sure that ruins spawn in random locations in the scenario.

And the last two civs are the Aztecs and Shoshone, since west and southwest are kinda empty (Aztecs don't really fit on the map, but I put them at the bottom anyway).

Edit: I will also be using a few other mods but they aren't really part of the map thing, but since we're talking about Luxuries I thought I'd mention I'm using "More Luxuries" and "More Pantheons" from the steam workshop, which is probably why I am getting weird red textures in the world builder (I assume those are the luxuries from the mod)
 
I see there is an option in world builder for randomize goodies, scatter resources etc... I may just go with this for the scenario. It seems that doing this leads to a reasonable number of luxuries when I load the scenario, although most of the things (But not all, which I don't fully understand) seem to just spawn in the same place each time. This is probably as close as I'll get to what I want without major effort, oh well. I feel kind of stupid that I didn't just do this in the first place
