I have multiple games where i have over 10k votes for myself... and no supporters either

Happens all the time.
And 10,000 votes is not realistically possible. Unless you're still playing on citizen, that is.
Or unless you're one of those people who, after eliminating all the other factions, just sits there and builds cities until you reach the 256 limit.

Ive gotten 3k on lib. with two other factions in the game, albeit I had pounded them into submission...

The limit is 127, even in the expansion... If you try increasing above 127 with colony pods, the population "rolls over" to negative 127...

How can you fit 256 cities on a map even if it is "huge"?

Didn't realize there was a limit of bases themselves...
It's easy to do really though... you just modify the map sizes... I have a total of 8 different sizes in my game...
Biggest is 250 x 192 or so...

I wonder if this limit includes the enemy bases or just the ones you own?

Concerning votes at the planetary council:
There are two wonders that'll double your number of votes, and if you combine this with playing as the Peacekeepers (2x votes, again
), and have had a population boom for maybe a century, it's not hard to get a higher number of votes than all your opponents combined.
And if you in addition to this decreases the nutrients consumed pr. citized pr. turn from 2 to 1 in the alpha.txt (as some weak pathetic cowards do
) it's even easier...
