Problem to expand borders

Hello, I recently installed new dawn, and the truth is that I was very excited because I have played CIV IV since I was very little. However when playing I see that the turns go by and go and the borders of the cities do not expand as they should. The game says that they will expand on next turn but it remains in a fudging initial 3x3, and it also happens to the rest of the AI players, so obviously you can't play like this...

I understand that it could be a bug, but I reinstalled it several times and the same thing happens to me, any solution please?

Thank you. Anyway, after that I am experiencing a bug which another user reported it already but I think matter is not closed. I start a game and after maybe 100+ turns AI doesn't build any city even having settlers, that is a bug right??
