It's a well-known maxim, I'm sure, while playing a solo game if Civ2 (or 3) it sometimes becomes necessary to change the building queue in certain cities while in the midst of play. Military threats, wonder races, and the advent of new technology offering more useful items are just a few reasons.
I would like to offer to our governors that at any time they wish to revisit an item being built in a city for a revote, I, for one, would not mind at all.
Of course, if we do substitute, we'd want to be sure that we'd be substituting a unit for a unit or improvement for improvement so as not to incur any shield penalties.
An example: Joespaniel is still building a courthouse. We are actually only two techs away (possibly) from getting Democracy. It is quite possible that the courthouse will not even be finished by the time we're there, and if that were to happen the governor should feel free (perhaps even obligated) to offer us a vote to switch the courthouse to something else like an aqueduct or city walls or something like that.
In another example, if we switch the caravan in Hippoville to a crusader, that crusader will be completed the next turn and could help take the Roman city of Viroconium. It may be a valid reason to switch.
I trust our governors enough to allow them great leeway in the choosing of cities to revisit. They all know the game very well from what I can see, and I feel that they would not overdo something like this.
