question about a no settler scenario on a giant map

here's the idea :

to make a erebus lookalike world on a giant map (bigger than huge) with pre-settled area for every civs and also for barbs, so there will be areas that will stay unsettled all along the game, giving opportunities for exploration and also a "big world" sensation with isolated civs and continuous barbarians and animals living in the empty areas.

So the two questions are :

Is there a mod to use giant map with FFH?
Is there a mod to have barbarians and animals appearing from their barrows-dens-etc without having the barbs founding cities ?

The current barbs options don't fit as I want barbarians & animals spawning but no barbarian cities (except the one I give them at the beginning)

RifE has such an option. Where it separates the barbarians out into Demonic, Animal Hoards and Savage (aka real barbs) factions, in a custom game you can disable the Savages and Demonic parts of the barbarians. Thus you'll only get animals, except where lairs and events spawn otherwise.
There's an option to turn off lairs too, which shouldn't affect animal packs, but I'm not certain of that.
