Question about Diplomatic Victory points from Congress participation

Currently, player gets 1 Diplomatic Victory point by just voting the right resolution/target combo. I would like to adjust it, but I can't find the modifier or global parameter about it. (The other sources of Diplomatic Victory points are modified by MODIFIER_PLAYER_ADJUST_DIPLOMATIC_VICTORY_POINTS)

Is that anyway to adjust it, or is that simply hardcoded?
