Question about Govannon and Chalid Astrakein

Most probably. Things can get a little confusing about which priest/arcane promotions allow casting of which spells, especially if you get mimics involved. I'd imagine that Chalid could learn tier 1 spells from Govannon and then learn the higher tiers later.
My advice though, let Chalid use his existing spells and promote him with some combat promotions and command III. Given a choice of one spell every turn he's not doing badly just using his fireworks.

Chalid can be taught.
He won't be able to learn any spell spheres outside the ones Govannon teaches, but can go all the way up to level 3 spells.
The same sort of thing applies to other units as well, if you hven't taught them before. Units with Channeling 2 (priests, firebows) can go up to level 2 spells, units with channeling 3 can go to level 3 spells, units below this only get the level 1 spells.
