Question about Military Advisor screen (f3)

I was poking around on the f3 screen, and I clicked on japan, and i got to see the numbers of each unit they had. This is regent level, vanilla civ3.....

I couldn't get it to show me any of the other civ's military makeups though. Whats the deal? How come I could see their units but not any of the others???? I've never seen this before.....

If you have a spy planted in their Capital, you see that stuff. Else, you don't
