question about ship/building construction

I thought I read somewhere that if you are not building any buildings, then the excess cash from social improvements rate would go back into your treasury, is this true? Does the same apply with ships (IE... Cash from military funding that would have gone into producing a ship instead goes back into your treasury)?

Yes, you can use the sliders to sent your funds where you want them to.

I understand that, but if I have my military slider at 100% and stopped ship production on all planets, would the unused military funding go back into my treasury?
