Question about the modifier -10% to food production?

I noticed this when starting a game that I have a modifier -10% to all my food production. I tried to search information about it but couldnt find any and since there are new features in the mod I havent seen before Im wondering if it is related to any of those or if it is just a penalty to a player. If it is just a penalty to a player as I have very little modding experience any pointers how to remove it would be great. If it is something related to the features, what is it exactly and what can I do to it?

it is tied to the civic decentralization, if you change from that the modifier vanishes.
