Question on # of civs

If anyone knows the answers to these, it'll be greatly appreciated.

1) Will it be possible to add to the number of civs that the program will come with? or are we pretty much stuck with playing against the 19 civs that will come standard in the program? without the capability of creating our own civs to add to the program?

2) How many civs will we be able to play against in any one game? In the original Civ3, we were able to play against a maximum of 16 by using the huge map. Is this still the case with Civ 4? What is the maximum # of civs we can play against?

They said the game should be very moddable so I'm pretty sure you'll be able to add any civs you like.

Soren Johnson said in an interview that they haven't decided yet, but they're aiming for 18 ideally.
