Question Re collateral damage promotion

If it says +20% collateral damage does it mean:
1. 20% more units damaged
2. 20% more damage per unit
3. none of the above.

The short answer is that it does more damage to each unit, although it is slightly more powerful than it would seem as no other %modifiers are applied to the attacker/defenders strength
