If you want to try for a single-city cultural victory, do you need to decide this at the beginning of the game? How late can you make this decision and still have a chance? I've ever won this way or even tried to, but I might if I could decide on it in the Middle Ages, instead of starting a game saying "this is a 20k game." I like to be flexible in my strategy. (The article on this site implies that you do have to begin the game with this type of win in mind.)

I think you have to pretty much know coming out the gate you're going for 20k. You may be able to delay it 40-50 turns, but you're fighting a steadily losing battle against time. Without AA wonders, it wound be nearly impossible to pull off. In my current 20k game I'm into the modern age. I've picked up virtually every MA/IA/ModA wonder available and combined they're only a little more than my AA wonders+cultural buildings (temple/library/etc.)

EDIT: As far as flexibility goes, it's very, very easy to turn *off* the 20k city and have it start cranking out military or whatever. Find you a good high producing city site, max it out with workers, build a temple+Colossus or whatever, then you're on track for 20k if you want it, but you can always change your mind. The other way (deciding mid-game you want to do a 20k) isn't very flexible at all.

It is very hard to start it in the Middle Ages (in fact, it's not so much the era, it's the date) - hard to start later than about 500AD.
The key element of 20k victories is the doubling of culture after 1000 years.
But, if you build a Temple very early, and one or two ancient wonders in that city, you can decide to go that route once you enter the middle ages. But then, you should really get all important stuff (Sistine, Shakes, Bachs, Heroic Epic).

Another quick question.

Is it possible to get a 20k culture victory
without any Great Wonder?

I'd have to say no. Even if you started the game (4000 BC) with a temple, library, uni, cathedral, colosseum, research center, and forbidden palace I come up with 16,960 culture. Of course this is really just a mathematical exercise. In reality you wouldn't come close to those build dates or amount of culture.

Convinced?

Now try it without any wonder of any kind. :p

I'm sorry let someone else try it.
It was no fun to hit the enter button every
few seconds the last 200 turns.

LOL, I think that was a loaded question you asked. I have to say that, even with AP on, I'm amazed you pulled that off with so much time to spare.

BTW, if anyone can pull off what Tomoyo is suggesting, they should be locked up for cheating. I ran it through SirPleb's culture 20k spreadsheet and you'd need 599 (out of 540) turns to pull it off.
