Quick where is it in the XML question...

Been searching for like an hour... I must be blind or something. Somewhere is the values you can alter to set level of forests/jungle and plains vs grasslands. Anyone remember which XML file this is?

*Edit* It's not the Civ4climateinfo.xml, I think... I'm sure somewhere you can directly set the % of grass vs plains

That's funny... That would explain why I couldn't find it. I distinctly recall editing it in the XML a while back. Did they change where it's recorded?

to the best of my knowledge it has always been there, for sure since 1.52, and i'm fairly sure in 1.09.

It's left to the map script because every script may do it differently. For example, consider great plains which has to use mostly plains, regardless of what the xml would have said.
