Rationalism does not increase the science of Madrasa

When I was playing Arabian, I found that the policy card 'Rationalism' does not work on Madrasa. But Madrasa is a replacement of University, so it is also a building of campus district. So I think it might be a bug?

Yup, just noticed the same issue in my game! Supposed to get 100% science on campus district buildings so should include Madrasa.
