Really weird error crops up again and I'm going nuts

Sit down and grab a cold frosty one. This may take a couple but I could sure use the help. A while back I downloaded a couple of modpacks, including Far Horizons, the American Continent Mod, and Colonize. I was playing various mods but when I went to install one of them, I started getting an error message when I would load up a scenario saying "LOAD ERROR FILE NOT FOUND" then "Art\Units\Worker\..\Worker Modern Times\WorkerModernCapture.wav" then the game shuts down. The first time this happened, I was able to find the files and tried copying them over to various unit folders. That didn't work. At first the error only came up on a certain game. After a while, the error began coming up on any game I played.

So, I completely deleted all my modpacks and unisntalled all versions of Civ 3. I reinstalled everything and downloaded only a few modpacks. Everything was going along just fine until I just downloaded The Missing Links. Now I am getting the same error message for all games again. It seems that I could copy the file into the folder it needs to be in if I can find out which exact folder it is. The error message has those two periods in it which seems to indicate that the string isn't completely showing. Does anybody know where exactly I am missing this file from? Solutions?
 
If you're having a problem with a mod pack, it's always best to post in the thread that you got the mod/scenario from. The mod/scenario maker is probably the best resource for any problems that you may have. And, someone else may have already had that problem, and the answer is just sitting there waiting for you.

Now, if you're having the same problem with different mods, it might be indicitive of general Civ3 error. I would have thought that reinstalling would have taken care of any issues. Did you use the default installation path?
