Some things about Civ4 I'd like to see... And I'm sure some have been mentioned already, but...
One thing that bugged me about invading a country in Civ3 and expansions is that you couldn't use someone else's airbases, and couldn't co-occupy a fortress (with allies). Airbases would then become more strategically valuable, and would allow you to "capture" them without actually owning the territory around it.
Why not A) allow an ally to use your airbases, even if you have units there, and allow the ability to capture and use airbases in enemy-owned territory?
...or my favorite: B) allow a nation to "lease" a non-city terrain square so that you can build an airbase for your troops to assist in protecting an ally, or keep troops stationed near a hostile country . It would be added revenue for the host country, and it would also be a great addition to the mutual-defense treaty.
2nd, I want a way to occupy or "police" a country without having to totally annhilate it. Perhaps a diplomatic option of "Allow occupational forces for X # turns". Under an army of occupation, the country would survive, and would still own the territory for economic reasons. However, they would be prohibited from building anything military, and could only improve culture or economy until the occupation ended. More importantly, the AI of that country would change during this occupation-- randomly-- to become either a more militaristic or more peaceful civilization. On the flip side, the occupying army would be responsible for defense of that nation, and would also be subject to random "terrorist" attacks until their treaty status changed. This would allow a nation to invade another nation, ruled by a despot, to survive, but perhaps change their ways without suffering compete extinction. Why would you want to do this? Cuz it would be fun. Not all countries need to be obliterated.
Finally, my 3rd idea: Have a way to declare a limited war. Say I'm allied with the British, and the Chinese invade them. I want a way to inform the AI that my military involvement will only include getting Chinese forces out of Britain-- and that I have no intention of attacking their mainland, etc. Or another example would be a fight over a particular island-- I only want to liberate the island you took from me 10 turns earlier, and I do not want total war. Or... I will only attack you as long as you continue to produce nuclear weapons. Once all nuclear weapon production is ceased, I will desist. Otherwise, it just doesn't make sense. I help an ally on the other side of the world liberate their country with a couple Marines, and the next thing I know, every ship around the world is getting attacked, I've got a futile cavalry invasion near my capital, and cruise missiles are randomly attacking troops in Antarctica.
