Request! Non combat units don't take up a tile! And vice versa!

So I was trying to do a religious game the other day, but couldn't get close to their city centres because of military units!!

Also same thing on a previous game, I think I was at war and I couldn't move my military units onto squares because of other civs non combat units!! Suuuuuper annoying?!

Does anyone have any idea how to change it??

I've tried and failed a few times. Still looking to sort it out.

It's so frustrating!! How are you supposed to wage a holy war if you can't move!!
