Restricting city capture by Civ?

Is it possible to prevent certain civilizations from capturing cities?

For example, in a colonization type mod, you wouldn't want Natives capturing a European city. Instead could the city be burned down and looted. Same for the Europeans capturing a native city. Instead of taking it over, they burn it down, loot it, and possibly enslave the natives.

All the while, still allowing Europeans to capture other European cities and Natives to capture other Natives cities.
 
Not from XML, i am pretty sure.
You should be able to do it with python.
 
If you have warlords, take a look at the barbarian scenario, in which the AI's can capture cities but the human player auto-razes, you might be able to adapt it.
