Revising Building Costs

Ok, this is a post mainly to those who edit the "civ3mod.bic" how do you change building costs? I have found out how to change the wonder costs, but how do you change the building costs, every time I change them the game ignores them and does not reflect the new costs, please tell me how to effectively change the costs of buildings.
