How about civilizations having more than cultural power, but complete defection? As in poorly controlled breaking off into other nations.
For example:

Spain, Mexico
USA, Spain, England, France
Arabia, arabic nations (no specifications)

I hope my point is brought across.
Does this seem like a good idea?

An incredible good idea. It would also bring back some of the civil war like calamity in the original civilization boardgame. I support this idea if it is also possible to incite such a revolt by other nations close to the defectors.
