Revolts

I think when a city or more cities are in disorder a longer time there shuld be a new civ created and have bad relations with them.
I have played Europa Universalis 2 and the game had very interesting things.
 
I believe this idea is being kicked around in the "civil war" thread. But, I agree. When a city has been in disorder or reaches a certain degree of discontent (independent of turns in disorder, but this can add to it), then it revolts. If enough cities get caught up in the revolt then the player could have a full blown civil war on his hands.
 
here's a question about it: How would you have these cities rebel? Just a single city making its own splinter nation? That wouldn't make it very strong... and to make it so other cities would join, and create a real revolution, provinces might be needed. The province system which I speak of would allow civil wars, in fact, was thought up by me partly to allow civil wars more interestingly, as well as intra-civ relations. This would also give new nuances to government, trade, and allow units to have [home city/states] which, while still payed for the same way as in Civ 3, would allow units to join their provinces if something... er... happens [rebellion, refusal to fight, etc]
 
I only mean to crate somthing like this.
But it will be good to create revolts or civil wars.This will be more near to the reality.
