Science Restructure, removes the -50% Modifier

These files restructure the Science so that there is no -50% Modifier. Needs testing, as I am the only one that has played with it so far . Simply download the attached rar and extract to your Mods folder, I structured the rar file asuming that people are using the workshop version. If you are not then simple extract the rar any where you wish and copy the contents of the Community Call to Power (v 2) folder to you CCTP Folder. Overwrite when promted to do so(goes for all).
