Ive been trying to formalize winning Science victories consistently on Emperor, without being undone by my usual enemies, low culture and resultant unhappiness. I played games with the Dutch, the English, and finally the Americans, choosing later-blooming civs civs that dont tilt heavily toward culture or science. In the process, I developed a routine that worked almost identically every game, resulting in wins with varying degrees of ease.
I chose Tradition arbitrarily, then stuck with it, in this order:
- Tradition
- Sovereignty over Justice
- Splendor over Majesty
I put a specialist in the Chapel and the Guardhouse, and never removed them. I added specialists intuitively, as soon as I could. This felt wrong, because Im not growing as fast as I think I could. The AI definitely has bigger cities. But it works.
My build pattern is:
- shrine
- monument
- scout
- granary
- settler
- Stonehenge
- archer
- settler
Stonehenge (and the settlers) get production mode. So do most later early-game builds... until I hit size 10 or so. The goal here is early faith and culture. As a result, I go with the God of All Creation pantheon or God of the Sea.
The third settler usually settles after I get Splendor, but circumstances may call for rushing it. However, the GA isnt popped until after Splendor. The fourth settler follows soon after, with every city starting with a shrine, then a monument. (I try to build a cultural building about every third build.) In my last game, this led to my getting Statecrafts Informants policy while still in Classical.
The result is that I get an early religion just about every time. There are alternatives, but my defaults are:
- Holy Law
- Cooperation
- Mastery
- Sainthood
- To the Glory of G.
I am out of the gates fast enough that Im able to spread my religion to at least 2 other civs every game this is before a second GP, and before my own cities which in turn almost guarantees getting World Religion in the WC right away. I wind up dominating the WC almost every game by building Chanceries, but focusing on GDs rather than diplomats. The early vote lead in the WC allows me to then manipulate the Sphere of Influence voting, and it becomes a snowball downhill. (You can obviously also pass resolutions damaging to your rivals.)
I build as many Wonders as I can, and leading in science combined with good culture + Holy Law + TGoG, its pretty easy to build them. I usually am Top 3 in reaching ideologies, and can usually influence others to go with Freedom. Under these circumstances, happiness is never a problem, except (to some degree) when warring.
In this way, its either a close race to Science vs a runaway, or an easy one when the games more even. Cultural or Diplomatic wins are also there for the taking. And it pretty much comes down to:
(heavy early culture + Stonehenge = spread religion, dominate WC)
