Scout Disappears & More Starting Units

Ok I created a mod with some changes, mostly to existing unit values, and now when I start a new game I no longer have a scout. Any ideas as to why?

Also, is it possible to start with more than the standard units? (i.e. 2 settlers, 2 workers, & 2 scounts)

From the units tab of the editor, find scout and check whether it is allowed for the civilization that you play. This could be the reason why your scout disappears. Originally the scout is allowed for expansionist civilizations only.
 
OK now I have my scout again. I had changed my civ from expanionist to scientific. I didn't realize only expansionists got one.
