I've seen that there's a known bug with AI civs accusing you of settling too near when you haven't. I saw something perhaps related, but different:
On a duel map there was a choke point between the two civs, and I decided to grab it even though it meant building too close to the AI civ. After plopping the new city, there was only a one-hex-wide strip of unclaimed land between us. I immediately bought all of it.
I got the complaint about settling too near, and I promised that I would stop. (pretty much had to anyway as there was really nowhere left). The next turn I got the complaint about buying tiles. I told the AI that was tough and I was going to buy what I wanted.
A long time later (30 turns?) I got a popup saying I'd been faithful to my promise not to settle nearby and AI was happy with me for that (or less unhappy). But I also (maybe the next turn) got a popup saying I'd broken my promise not to buy tiles. Except I hadn't promised that (which is the bug).
