I am going to try and create the effects of the settler from, not to sure if it was Civ II or Civ III

Its where you build a settler (this reduces the city by one) then you are free to relocate the settler to another city. (this raises the pop by one of that city)

I think it was Civ II, I liked that idea as you had to think carefully about where to build them from, but also where you were settling them as it created the risk of forced starvation haha
