Settler won't settle

Hi all,

I have the November 15 update. I built a settler but the button to settle de new city does not appear. My empire is -18 unhappy but I couldn't confirm anywhere if that's the reason why.

Can anyone confirm?

You can't settle cities with -10 happiness. Never could afaik.

EDIT: By that I mean that I don't think you could settle cities with -10 happiness in vanilla either.
