Settlers require Rocketry in order to build

Hi, I've had Civ4 for a while now but took some time off to play other games. I decided to play the game again (its been on my hardrive the whole time) and all of a sudden I can't build settlers. I go to the Civilopedia to check out why and it says that in order to build settlers I have to research Rocketry first. That doesn't seem right.

Anyone encounter this problem before? Any information or help would be greatly appreciated. Thanks!

Weird. You're not playing a one city challenge where building settlers is impossible, right? Try to uninstall, erase all civ folders, reinstall, and apply the latest patch.

I have got the similar bug!

My worker need Civil Service to build farm. To build cottage, I need to research pottery, which is not available on the tech menu.

I play as catherine.

Weird! I'll try to restart first.

There is an "S" unit that requires rocketry and it's "SAM Infantry".
