Sink Ships, Capture Cities Without Ground Troops

I decided to go for the sink 357 ships as England achievement. I discovered you can capture enemy cities without ground troops. Do enough damage at sea and get them in the peace treaty. Naturally, an archipelgo works well for this. Raging barbs seems to help too. Air support at the end is nice, especially stealth. I tried this on king quick, Renn start, 260 kills on the seas.
 
Helicopters can capture cities as well. Shame they cannot fly over water. Although, this might be one of those things they overlooked, since you couldnt capture cities with helicopters in previous versions.
 
Helicopters can't capture cities. And getting the cities in a trade isn't really the same as capturing them.

Getting cities in trade works on enemies on the same continent too.
You can beat a civ, take out all their little cities, and take their 10+ pop cities in a peace treaty early in the game (pre 100 turns).

Isn't bombarding from Sea takes longer for AI to hand over cities?
Although the advantage of getting cities from Trade is the city population doesn't decrease.

Looks to me as if you answered your own question. You also dont have to babysit embarked units making there way across the ocean half as fast as destroyers.

Sink ships and just blast away at whatever moves. Peace should be the furthest thing from a person's mind. Sooner or later the AI will offer a treaty. Find a new navy to destroy. A barb camp is a great spot to find them. Even late game fleets of destroyers/subs will gather near them waiting to be deep sixed.
 
Nope, it's been like that since day 1.

The description may say one thing but I've had one game (where I managed to get to play the modern era) where I captured multiple cities with a few gunships. It's probably bugged and needs fixing.
 
Helicopters CAN capture cities. It is currently not intended, but they CAN capture cities.
 
Helicopters have DOMAIN_LAND. That's why they capture cities. They can't have DOMAIN_AIR at the moment as rebasing is implied with all air units.

That may already be "fixed." I got 1 city here, then 1 city there, etc. I needed only scattered ports/airbases. 1-tile islands are pretty sweet.
 
I want to be able to capture cities with helicopters. It make logical sense. After all, someone has to be piloting the thing. Whose to say they can't land?
 
Is that the same as clearing out an empty Barb Camp with a civilian?

If a single barb leaves a camp empty to get your civilian, and during a golden age, your civilian moves around the barb to destroy the camp, will the barb still go for your civilian, or wander off since it has no camp to bring it back to?
