Sinking bases?

I have a habit of making sure my bases are all built at at least 500m above sea level. Yet some of them seem to "sink" during the game, so that by the time global warming comes along, a number of them are endangered.

Any idea what is causing this? I do tend to do a lot of land raising, to make sure my transport links won't get submerged in the first global warming phase. Does this have a knock-on effect?
 
Build pressure domes in your coastal bases, this will mean they become sea bases when the water level rises up.
 
The game requires that adjacent terrain have no more than one level (levels are 3000-4000, 2000-3000, 1000-2000, 0-1000, ocean shelf, ocean, ocean trench; where ocean shelf is up to 1000 meters below sea level, ocean is 1000 to 2000 m below sea level, and ocean trench is 2000 to 3000 m below sea level).

With global warming, squares sometimes make greater changes than what their elevation would indicate to preserve the adjacent terrain rule. Suppose you have two terrain squares. One is at 550 m above sea level; the other is 950 m below sea level.

Suppose global warming reduces elevation by 100 m (the sea level rises by 100 m). Then you would expect to see our two adjacent squares become 450 m above sea level and 1050 m below sea level.

This would be two levels differences. So the game adjusts and the square that should be 450 m above sea level ends up below sea level.
