Small art problem

So Ive notice that there seems to be an art discrepency for diffent civs naval units. Civ like America subs and other naval vessel look different from the other civs. It seems mainly to do with what is visually underwater, so for example the arabic attack sub show a mas above water, and the body of the submarine opaquely covered by the water, where as the American attack sub only shows the mast, with everything below the water line completly hidden. This allso gives other ships (suck as the modern carrier) really weird shadwing allong the water line. The civs that are effected are about 10. I am playing 2.81 rom, giant earth map (Gengis) with AND, but I tested this without AND with the same results. Has anyone else found this and is there a possible fix?
 
I added quite a lot of civ specific naval ships for v2.8 but I didn't look that closely the shadows (I only tested that units were working correctly in-game and that their scale was good). If you want to, you could post what ship classes look odd and which civ use it and I'll take a look at them - though I don't know if it can be fixed in anyway as all those unit graphics are made by other modders.

its pretty all naval unit, most notably modern units. I think it is civ related because many of the civs are fine. I will test and give you a list of the affected civs. Just as a side note all the affected civ have exactly the same problem with exactly the same units. I thought perhaps that civ specific art styles (ie american) are the cause. Also, i only use gengis giant earth map.

After some testing I discovered that it is not civ related at all. Instead, it is the the civs position (Number) within the map file. On giant earthmaps, or random maps (tested both) I found that civs 1-22 are all fine, but civs 22-(however many civs you choose to have) nval units are affected. Just to be sure I swaped differnt civs into differnt number positions, and sure enough civs that were fine when place in the 1-22 starting numbers, encounter the same art problem when occupyiny 23+++, and likewise, civs that were in this later braket, and were moved, behaved normally.

So, what does this mean??
