There are some, yes - and they are very well established.
The first one that springs to mind is the R.E.D. Modpack (https://steamcommunity.com/sharedfiles/filedetails/?id=870768749). I believe there are also component add-ons that make it R&F and GS compatible. What this mod primarily does is rescale units and arrange them in different formations. I believe it supports some of the more popular mods, too - it works by explicitly changing values for specific units (i.e. it doesn't automatically apply to custom units etc).
I don't believe it does anything to buildings.
