Perhaps a lot of this is mentioned before, but I coulden't go through all pages and look for them, just let this thread sink into the forgottonen ones if these has been mentioned before.
1. Civ should look to great mods like DyP etc for inspiration. There should be a longer unit line, more buildings, more governments etc available. Do not try to be too simplistic, perhaps you gain a few newcomers to the game, but the fans that has followed Civ since Civ1 I guess wants more...
2. Keep the unit as they are, there are a lot of great units made by creators and it would be a shame if they were of no use anymore.
3. Make an editor simple and flexible. Easier to add stuff, but also with the possibility of adding events etc.
4. Make units have buildings as prerequisit, like a Airplane factory to build planes, A Tank factory to build tanks...
5. Civil Wars, it should be possible that a fraction of your cities declare independece. It could be in the editor allready what names new civilizations would have: For Scandinavia it could be Denmark, Sweden, Norway, Iceland for instance, or just Generic names with name of government or region (North/South etc) like: Communist Scandinavia, Democratic Scandinavia, Northern Scandinava.
- You should then have the option of granting them their independence or fight to keep your country united. Other civs could then stick their nose into this affair.
6. You shouldent be able to travel endlessly on railroads, perhaps 15-20 moves.
7. There should be a possibility to move foods. Isn't logical when one of your city produces way more food then they need, and the neighboring city is starving...
8. Destroying cities. When a Civ does this, it should be looked upon as worse then an atomic bomb. It could happen in ancient times, but in modern times, the rest of the world would at least react.
9. Culture flipping. OK, this can happen, but you should then have a choice, one of your cities is flipping to your neighbor, you should then accept or deny. If you deny, the neigboring city may react with war for a reason like, "they belong to us now" or anything. But in modern times? This should be gone in modern times
10. Unit abilities. You should be able to set abilites like this unit fights with a +2 defend against mounted units, -1 against long-range units (archers, musket men etc)
11. Able to set defend, attack, moves on certein terrain for each unit.
12. More logical "diplomatic" world, with alliances, wars and such. Not the chaos that sometimes happen now.
13. Simple things like more city names should be easy to add I guess... Does look a bit stupid with all these "new" names.
14. Techs/wonders/buildings could also have the possibilities of how much food you can gather for each city tile, etc. Like "modern agriculture tech" lets you have +0.5 more food pr tile.
15. Mercenaries. You should be able to hire them. Allthough not in masses. Perhpas just a few units, the highest payer gets them perhaps.
16. Able to sell licenses to tanks, mech inf, planes etc. Either for lifetime or for a limited period. So that other countries (your allies) gets to build F-15, panzers or whatever. Also be able to lease them some units.
17. The international society could interfer in conflicts and send some UN soldiers to keep peace. They should not be able to attack, but could move into other civs cities, tiles where other civs units is etc.
18. Allies should be able to stand at the same tile, like you sending some troops to defend you weak allied cities against the enemy.
19. In modern times (or just in scenarios etc) I would love to have for instance the year divided into seasons and let the season have their own characteristics. Winter, slower movement, less food from farming, that way you should have stored food.
20. Be able to build canals that show on map and function, and bridges (perhaps just one tile long) that function.
21. All units, not just fast ones, should be able to retreat and they should do so often. It's not often you see IRL whole armies vanish, allthough it happens, but not quite as much as in civ.
22. Units could perhaps more then just the normal status bar, what about a moral, strength, organization bar? Three bars that is... So that you could yourself tweak the different civilization units more. Moral could be dependent on how successful you are, strength is number of men, organization is how organized the unit are.
- All units could then perhaps be able to attack more then once pr turn, allthough just move their number.
23. More luxeries should be added to the game, and some should also perhaps be extinct or lose their importance later on in the game.
24. Horses: Should be tradable and when so, you should be able to breed your own...
25. Terraforming should be possible, but extremely costly, offcourse you could today bomb whole mountains away, but it would cost and take a lot of turns to do so.
26. Attack helicopters: Should be air-units but should also have the ability to have real combat against ground units, not like planes that drops bombs.
27. In stead of just colors to distinguish civs, what about flags? So that civs could share the same colors, but have different flags? Useful for scenarios at least.
28. Order of defence: You should be able to set the order of which your units should defend. Like you set you poor warriors to defend first (the attacker doesn't know this and throw his best unit against them...)
29. Most of all, more of everything as mentioned earlier. It just seem weird that there are mods that are so much more detailed and reallike then the original game. You shouldent really go from Musket Man to Rifleman and Infantry (that looks like WW2 to me) - at least now that Firaxis has made some new units with conquest they should be used for what they are worth.
30. And look to Civ1 and Civ2 and Civ3 and see the things the game lacks today. And just improve and expand this stuff.
Just a few ideas
