Some units randomly don't heal or explore

Does anyone else experience the issue where some units randomly don't heal when set to heal? I have a bombard at the moment that is in my territory and it just won't heal for example. I also get various units where I've set them to auto-explore and they just sit there, even though there are lots of areas that area still unexplored and unowned. Any ideas?
