I'm trying to find a film urging Soviets to join the partisan effort in WW2. It was a very moving film conjuring up memories of fallen mothers, daughters, sisters..

One scene is a camera panning horizontally as the partisans face it and chant about this

Any ideas?

Never heard of this. Partizan movements usually sprang up spontaneously after Soviet territory came under Axis/German control and were treated with utter distrust from officials after the reconquest of these territories; the same applies to any Red Army soldier who, instead of fighting to the death, fell into enemy hands alive and managed to survive the brutal treatment of Russian POWs by the Nazis - or even those who made it back safe to friendly territory after loosing contact with their units.
