Um the university tech itself does not grant you techs known by other civs...
If you build the Great library of Alexandria, (available with writing), you get for free any tech known by 2 other civs. However, anyone researching the university tech obsoletes the wonder, so you won't get any of the techs past university with it.
Other then that, you can build the Apollo program to learn all remaining technologies that you haven't researched, but that requires space flight and comes so late in the game that your probably better off just researching the techs yourself.
He didn't say University gives you techs, he said it unlocks them. Which is pretty cool, if true, I never noticed it before! It means you could theoretically research Space Flight right after University, if you were behind in the tech race.

nah, thats also not true. He must be mixing up Great Library and university obsoleting it. Also maybe he researched university, then was given the chance to tech skip
