I am curious whether people use Spoils of War (capture tech when you capture a city) or not.
I tend not to, as I think the Probe game is more interesting without it, and also I think having Spoils on makes AIs like the Scientists too weak. Also, usually I find I can keep myself from losing cities to the computer, so I am usually the beneficiary of the rule, which makes the game too easy. And I like the idea of "battleground" cities that change hands back and forth (rather than saving up for a tidal wave offensive that seizes one city and holds it, then saving up for the next one) - I will never take a city that I can't hold if Spoils of War is turned on.
On the other hand, factions which are behind in tech often can never catch up if it is turned off - the Believers being a good example.
