I didn't see this is Ybbor's or rcoutme's lists, so here goes:
For bombardment units, add a button allowing all bombardment units of a given type in a tile to bombard a specific target, similar to the stack movement that's already in the game. This would remove the tedious process of bombarding one by one with a large (20+) stack of artillery or catapults.
 
As I said somewhere else, this is of course a good idea (at least if the mechanics of war is intact, which it shouldn't be, but that's another issue), but it would require the option to tell them to stop at a certain point. If you're pounding a city that reaches pop 2, you may want to be able to cease artillery fire and move in with your troops to avoid the city being automatically razed upon seizure. Or if the enemy city is defended by one inf and two spearmen (which should hopefully no longer need to be the case in Civ4 anyways), you only want to reduce the inf to 1 hp and let the rest of your arty go for another city.
 
but would whats about all other units, and to tell them when they shell stop isn t easy.
maybe something like an airforce group would solve the problem.
However i see there a real need for rethinking the entire battle system.
they shell add ways to solve i in the techtree.
for my opinion military aspects are to strong, but how realty show people like the conquerall-way
