Stealing Great Works

Something I've been curious about for a long time. In the trade menu with another civ, you can easily see an extensive list of all the great works they own, giving you the option to trade for them. Once you get a spy, you can go into a city, into the theater district, and steal a great work. However, it's became very apparent (once you've explored the map in full and located all of another civs cities) that a vast majority of great works are never available to steal. Does this have something to do with diplomatic visibility? I'm confused why the game won't let me steal every great work one by one basically haha (assuming each attempt is successful).

Anyone else noticed this?

You can only steal Great Works stored in a Theatre Square, and only those in the particular Theatre Square you're targeting.

If the Great Works are in the Palace, a Wonder, a Bank, a Holy Site, etc., then no Spy will accept a mission to try and steal them. Union rules or something.

This makes me v sad.

I just tell myself that places like the Palace, Wonders, Temples with a relic, and Banks are so heavily guarded that they shouldn't even be attempted to try to steal from them.

I never thought of that, like at least 85 percent of my great works go into my Theatre Squares in a normal game. I was wondering why some Civs had a lot of great works available in the trade menu yet their Theatre Squares were empty.
 
I still feel like even if they didn't include all of the great works that were not in their theater districts and not relics (since I rarely build holy sites in general) that there are still great works that the game is hiding from me
 
Kindda odd. I assume stolen art also shows up in the trade window. So you can't really steal anonymously... :nono:

It's not that: it's that there are already so many professional thieves among the politicians in the Palace and the bankers and priests in the banks and Temples that any thieving spy would far too outnumbered...
