Strategies for quickly getting rid of a poorly placed city.

We have had it happen to all of us. Usually early on (when you have yet to get a good idea of your surrounding land), or during a war, you find yourself stuck with a good-sized city that you wish you could move just a tile or two to the side. It is a long, expensive pain to slowly build settlers, and (I don't think) you can just raze the critters as in Alpha Centauri, so what is to be done? Have any of you come up with quick and easy ways to get rid of those useless cities?
 
it isn't that quick but it usually takes only 30 turns or less. Just dwindle the population down to a 1, make the laborer a taxman :) and then work on a settler. After it finishes, it asks if you want to abandon city, click yes and you get a settler instead of nothing when you just right click to abandon it like Yzman said.
